Les eurodéputés des commissions des affaires économiques et monétaires et du budget du Parlement européen ont approuvé lundi soir une feuille de route qui décrit les conditions et les modalités d’un « budget » pour la zone euro, capable d’assurer la stabilité à long terme de l’Union économique et monétaire (UEM ).
Le rapport de Pervenche Berès (S&D) et Reimer Böge (PPE) invite la Commission européenne à présenter une proposition dès 2017.
Il sera voté en séance plénière jeudi prochain avec les deux autres rapports qui traitent de l’avenir de l’UE, trois rapports qui constituent la contribution du Parlement européen au 60ème anniversaire du traité de Rome en mars prochain.
« Face aux différentes crises et aux défis mondiaux auxquels l’UE est confrontée aujourd’hui, la zone euro doit renforcer son intégrité et tirer le meilleur parti de sa monnaie dès que possible. La « capacité budgétaire » est l’un des outils nouveau et nécessaire pour stabiliser à long terme la zone euro », a déclaré la députée socialiste française Pervenche Berès après le vote.
« C’est un instrument de solidarité indispensable pour aider les économies de la zone euro à absorber les chocs macroéconomiques et à converger à nouveau. Il permettra d’offrir des incitations pour effectuer des réformes structurelles favorables à la croissance. La réalisation de l’union bancaire et la création d’une union des Marchés des capitaux accroîtront la stabilité à long terme de la zone euro et sa résilience face aux chocs extérieurs.
« Le Mécanisme européen de stabilité (MES), qui a été mis en place au milieu de la crise financière, devra être intégré au Traité et disposer de capacités de prêt et d’emprunt et d’un mandat clairement défini pour absorber les chocs asymétriques et symétriques. Le commissaire chargé des affaires économiques et monétaires devrait avoir une double fonction et présider l’Eurogroupe. Ces avancées, la zone euro doit les faire maintenant ».
Le négociateur du groupe S & D pour la commission du budget, Paul Tang, a ajouté :
« Avec cette feuille de route, les eurodéputés reconnaissent que l’euro dans sa conception actuelle n’est pas en mesure d’atteindre les objectifs de plein emploi et de stabilité. De nouveaux outils sont nécessaires ».
« Une capacité fiscale est la clé pour une meilleure allocation des investissements dans la zone euro. La responsabilité démocratique devrait quant à elle, être améliorée par le renforcement du rôle des parlements européens et nationaux ».

A fiscal capacity for the eurozone has become a necessity, say S&Ds
A budget for the eurozone has become a necessity, say S&Ds, Economic and Monetary Union (EMU), &D MEP Pervenche Berès, Treaty of Rome, Paul Tang MEP, #TaxJustice,
MEPs in the economic and monetary affairs and budget committees in the European Parliament jointly agreed on a roadmap late on Monday to set up a fiscal capacity or ‘budget’ for the eurozone in order to safeguard the long-term stability of the Economic and Monetary Union (EMU).
The resolution, drafted by S&D MEP Pervenche Berès and EPP MEP Reimer Böge, calls on the European Commission to come forward with a proposal in 2017.
It will be put to a vote in the plenary session next Thursday, together with two other reports on the future of the EU, as the European Parliament’s contribution to the commemoration of the 60th anniversary of the Treaty of Rome in March.
French socialist MEP Pervenche Berès said after the vote:
« With the various crisis and global challenges the EU is facing today, the euro area has to strengthen its integrity and make the best of the currency as soon as possible. The so-called budgetary capacity is one of the new tools that is needed to stabilise the euro area in the long term.
« It is an instrument for solidarity that is highly necessary to help the economies in the eurozone absorb macroeconomic shocks and converge again. It will provide incentives for growth-friendly structural reforms. The achievement of the Banking Union and establishing a Capital Markets Union will increase the long-term stability of the euro area and its resilience to external shocks.
« The European Stability Mechanism (ESM) – which was established in the midst of the financial crisis – should be integrated into the Treaty and should have lending and borrowing capacities and a clearly defined mandate to absorb asymmetric and symmetric shocks. The commissioner in charge of economic and monetary affairs should have a dual role and chair the meetings of the Eurogroup. This is a step forward that the eurozone now has to make. »
S&D Group negotiator for the budget committee Paul Tang MEP added:
« With this roadmap, MEPs have recognised that the eurozone in its current design is not able to deliver on the goals of full employment and stability. New tools are needed.
« A fiscal capacity is key for a better allocation of investments in the eurozone. And democratic accountability should be reinforced via a strengthened role for the European and national parliaments. »
